The National Transport and Safety Authority (NTSA) is undertaking a Public-Private Partnership (PPP) project to install smart cameras on the roads and implement instant fines for traffic offenders.
According to a notice published on February 24, NTSA revealed that instant fines will be imposed for 37 minor traffic offences.
To aid with the implementation of the fine system, NTSA, in collaboration with KCB Bank and Pesa Print, will install 1,000 traffic enforcement cameras along highways across the country.
The cameras will capture traffic offenders and send information about a motorist to a command centre before a fine is imposed. Details of the fines and offense will be sent via SMS. Motorists will be pay fines via USSD, mobile money and banks.
"The NTSA, in collaboration with KCB Bank Limited (“KCB Ltd”) & Pesa-Print Consortium, seek to implement this project designed as an integrated road safety service under a Public Private Partnership (PPP), incorporating the following services;
"Deployment, implementation and operationalisation of the instant fine infrastructure, including the mobile driving license wallet; driver merit and demerit point system; driver history; driver life cycle management and general information," read the statement in part.
Below is the list of the 37 traffic offences and the prescribed instant fines
Driving without identification plates affixed or plates not fixed in the prescribed manner - Ksh10,000
Driving a vehicle without a valid inspection certificate - Ksh10,000
Driving without a valid driving license endorsement in respect of the class of vehicle - Ksh3,000
Failure to renew a driving license - Ksh1,000
Driving a PSV while being unqualified - Ksh5,000
Failing to carry and produce a driving license on demand - Ksh1,000
Exceeding the speed limit prescribed for the class of vehicle
By 1-5 kph - Warning
By 6-10 kph - Ksh500
By 11-15 kph - Ksh3000
By 16-20 kph - Ksh10,000
Exceeding the speed limit of 50 kph or as prescribed by a traffic sign
By 1-5 kph - Warning
By 6-10 kph - Ksh500
By 11-15 kph - Ksh3000
By 16-20 kph - Ksh10,000
Driving on or through a pavement or a pedestrian walkway - Ksh5,000
Failure of a driver to obey any directions given, whether verbally or by signal, by a police officer in uniform - Ksh3,000
Failure of a driver to conform to the indications given by any traffic sign - Ksh3,000
Failure of a driver to stop when required to do so by a police officer in uniform - Ksh5,000
Causing obstruction on the road - Ksh10,000
Failure to display reflective triangles or lifesavers in cases where any part of the vehicle remains on the road - Ksh3,000
Driver of motor cycle carrying more than one pillion passenger - Ksh1,000
Driving a vehicle on a footpath - Ksh5,000
A pedestrian willfully obstructing the free passage of vehicles - Ksh500
An unlicensed person driving or acting as a conductor of a PSV - Ksh5,000
Owner or operator of PSV employing an unlicensed PSV driver or conductor - Ksh10,000
Failure to refund fare paid for incomplete portion of a journey for which the full fare has been paid - Ksh3,000
Touting - Ksh3,000
Failure of a PSV driver or conductor to wear special badge and uniform - Ksh2,000
Motorcycle rider riding without protective gear - Ksh1,000
Person who while not being the designated driver of a PSV drives the vehicle - Ksh3,000
The driver of a PSV who lets an unauthorised person drive the vehicle - Ksh3,000
Learner failing to exhibit 'L' stickers on the front and rear of the motor vehicle - Ksh1,000
Failure by owner of vehicle to have seat belts in motor vehicle - 1,000 for every seat that is not fitted or is not of the proper standard or specification
Failure to wear a seat belt while a motor vehicle is in motion- Ksh500
Failure of a conductor of PSV to keep seat belts in a clean, dry and generally wearable condition - Ksh500
Failure of a vehicle to carry reflective warning signs (lifesavers) - Ksh2,000
Failure to fit prescribed speed governor in PSV and Commercial vehicle - Ksh10,000
Driving or operating a PSV with tinted windows or windscreen - Ksh3,000
Failure of a PSV to carry functional fire extinguishers and fire kits - Ksh2,000
Driver using a mobile phone while vehicle is in motion - Ksh2,000
The driver of a motor omnibus or matatu picking or setting down passengers in a place that is not authorised as a bus stop or terminal - Ksh3,000
A passenger alighting or boarding any omnibus or matatu at a place which is not authorised as a bus stop or terminal -Ksh1,000
Travelling with part of the body outside moving vehicle - Ksh1,000
The licences will cost Ksh3,000 for first time application. Renewal and replacement of the licences will also be charged at Ksh3,000.
There shall be the establishment of over 102 enrolment centres and deployment of more than 392 enrolment kits to enhance the processing of the DLs.
There shall be 3 production machines that will ensure that the production of the smart DLs takes between 24 and 48 hours.
